OUR ACCOMPLISHMENTS

1976--The League organized to defeat a proposed countywide tax.

1977--78 We collected 6,500 signatures to place Proposition 13 on ballot.

1978--County voters approve Prop 13 by 65%.

1979-80-- A League lawsuit forces the County Assessor to lower assessments per Prop 13. The League assists property owners to save $1.5 million in taxes. The League collects 6,500 signatures to place Prop 4, Gann Initiative, on the state ballot.

1980-81--Another League lawsuit defeats the County Board of Education's attempt to illegally use tax funds for new facilities. Later Legislature passes hidden green light permit for Board project. A special tax on housing along Douglas Boulevard and Auburn-Folsom Road is defeated by the League.

1982--A League ballot recommendation helps defeat state bond issues. 

1983--The San Mateo Superior Court rules State Board of Equalization Prop 13 directive wrong; property owners can file for tax rebate. The League joins with state tax group FACT to promote unified action. The League support Southeast Placer residents in sewer line fees at Supervisors' public meeting. League monitoring of PCWA brought improvement in budgeting and management.

1984--The League circulates Jarvis III initiative petition to plug court inflicted loopholes in Prop 13. The League monitors County Supervisors, Auburn and Colfax City Councils, Auburn Recreation District, PCWA, Sierra College and Placer County Transportation Commission.

1985-87--The League, in team with other tax groups, works to highlight the Assembly Speaker's Slush Fund and demand an audit. The League mails 5,000 petitions to County water users on private water purification proposed ordinance. The League criticizes Supervisors on Public Defender contract; achieves $90,000 savings in negotiated contract award. The League's petition criticizing the Supervisors' pay raise causes the board to rescind 79% of the salary increase. The League holds workshop with Supervisors on improving efficiency in county government.

1988--The League joins state tax groups to defeat legislation attacking initiative process. Voters back League ballot recommendations to defeat costly bond measures. The League's investigation of the County's Election Department brings needed changes before public. The League circulates a petition to defeat animal property area limitation ordinance.

1989--The League hosts Taxpayers Congress meeting in Rocklin for many state tax groups. The League campaigns to defeat split roll property tax initiative. The League input requires Supervisors to modify construction fire fees to exempt disaster reconstruction fees. The League continues to monitor the Supervisors' meetings.

1990--The League dissuades Supervisors from imposing garbage fee to pay removal of abandoned cars. The League monitors the State Air Pollution Board on Placer's air quality. The League helps defeat the Big Green environmental bonds and other costly state bond measures. The League helps to pass Prop 140, Legislators' term limits.

1991--The League targets Supervisors' pay as excessive compared to other counties and files a petition. The League objections modify county tree ordinance; provides homeowners more freedoms. The League challenges the County's proposal for annual septic tank fee and pumping. The League challenges Placer Hills Fire fee in court.

1992-93-- The League's ballot Measure A cuts Supervisor's pay from $85,000 to $30,000 annually. The League's bond ballot measure recommendations get voter approval. The League's research on transported air pollution receives acceptance by the State Air Board.   The League urges curbside recycling over $23 million recycling center project, now called the Materials Recovery Facility (MRF).

1994--The League helps to defeat private property rip-off, Measures C, D and E on ballot. The League wins people's lawsuit against Supervisor Alex Ferriera on Measure A. A successful Auburn Recreation District (ARD) petition drive elects two new members to the District board.

1995--Voters recall three ARD board members; the new board cancels the Lighting and Landscaping District and hires a new ARD manager. The League is asked by various county departments for input to operating proposals.

1996/97—Placer County proposed assessment fees of $8 million against Placer’s 1800 septic tank users to pay for a new septage treatment plant.  League response, led by President Wally Reemelin suggests a privately operated facility under contract to the county which the county adopts at no cost and no assessment to tank users.  Costs:  from $8 million down to zero!

1998/99—League joins Friends of Roseville and Howard Jarvis Taxpayers Association as plaintiffs in a lawsuit contesting Roseville’s in-lieu of franchise fees collected from residents and businesses as a tax requiring voter approval.  Plaintiffs prevail.  Supervisors place a pay raise on the ballot per Measure A.  Voters defeat measure.

2000—Placer Supervisors place Measure W (1/4 cent sales tax) on ballot for open space preservation.  League argues measure omits safeguards for property owners and opposes Measure W without amendment.  Measure W defeated by 72% of voters.

2001—Against League protests and advice, Supervisors levy eminent domain proceedings for an easement on private property to benefit a developer in Roseville.  In a court action brought by the property owner, the court awarded $400,000 damages to the property owner at county taxpayer expense.

2002—County Agricultural Commission provides services and some oversight of the County’s Legacy Open Space Program that the League had requested in the 2000 Measure W sales tax proposal.

2003—County Air Pollution Control District (APCD) proposes stringent dust control rules, impacting farming, excavation, road construction and maintenance and many business operators such as lumber, cement-concrete and rubber.  League meets with APCD officer to provide mitigation, exemptions and alternative methods of compliance.

2004—League helps defeat ill-advised Bond Measure E, Sierra College.  League supports Placer Hills Fire District tax to help hire and retain personnel.  League conducts a countywide telephone poll of public attitude regarding open space protection vs. fire protection and rescue.  Poll results favored fire protection by 62%

2005—League President Wally Reemelin appointed to county committee to search ways to fund small rural fire districts.  Committee formed as a result of League’s PR on plight of fire districts.  League proposes a 1/8 cent countywide sales tax to support fire districts.

2006—League President Wally Reemelin appointed to ad hoc committee formed by Supervisor Bruce Kranz to raise public interest in the Middle Fork American River water and power reauthorization project and to steer adequate funding to upgrade and maintain project resources.  League fire district bail-out proposal rejected by city governments of Placer County.  League opposes Loomis School District Measure M as a “blank check” without details and oversight.  M is defeated by voters.
